上海国际人才交流协会，英文名称为“Shanghai International Academic Exchange Association”（缩写为“SIAEA”）。它是由上海市人事局成立于1988年4月，是改革开放后，上海市为顺应国际人才交流合作的形势和国际惯例而设立的民间社团。协会的成立和发展得到了国家和上海市各级领导的高度重视和亲切关怀，江泽民同志、黄菊同志曾先后担任协会第一届和第二届名誉理事长。1994年起, 协会第二届理事长由徐匡迪同志担任。协会主管部门2009年变更为市人力资源和社会保障局（市外国专家局）。2018年政府机构改革市外国专家局划转市科学技术委员会，至此协会主管部门为市科学技术委员会。

在业务领域，本协会将在“服务好在沪外国专家”方面提供卓越的服务及重要的政策支撑，提升外国人获得感。

Established by Shanghai Personnel Bureau in April 1988, Shanghai International Academic Exchange Association (SIAEA) is an NGO in response to the international trend and practice of academic exchange and cooperation. State and municipal leaders valued and cared for its founding and development. Comrades Jiang Zemin and Huang Ju served as the first and second honorary presidents, respectively. In 1994, Comrade Xu Kuangdi began to be the second president. In 2009, Shanghai Personnel Bureau was renamed Shanghai Municipal Human Resources and Social Security Bureau (Shanghai Municipal Administration of Foreign Experts Affairs). In 2018, after the institutional reform of the government, Shanghai Municipal Administration of Foreign Experts Affairs became under the Science and Technology Commission of Shanghai Municipality (STCSM), so SIAEA has been in the charge of STCSM since then.

SIAEA will provide excellent services and important policy support in serving foreign experts in Shanghai to enhance their sense of acquisition. SIAEA is also committed to bringing in overseas talents while encouraging domestic talents to go global, focusing on attracting more international STEM talents.
